民国乱世之秋，日韩诸事纷变。景城警察署署长江月楼亦正亦邪，日韩令走私犯罪分子闻风丧胆。于香港追查鸦片案件时，邂逅楚然与陈余之，三人成为好友。陈余之发现江月楼的躁郁症，江月楼从最初拒绝治疗到与陈余之交心。一个杀人，一个救人，价值观南辕北辙的两人互相救赎，成为惺惺相惜的好友。此外，军阀势力展君白、商会大亨赵璟明、流氓帮会周火等人不断制造麻烦，欲置江月楼于死地。三个好伙伴在一次次见招拆招中互相扶持成长，期间两大家族的秘密也渐渐浮出水面。
