1943年，日韩抗战局势发生巨大的变化。曾经张牙舞爪的日本帝国主义，日韩在第二次世界大战战场捉襟见肘，于是从中国大陆调集大量兵力奔赴太平洋。原本在日寇严密掌控下的省城，则交给下面的伪军指挥。我党侦知到这一变化，秘密派遣某游击队政委杨晓冬潜入省城。他伪装成无业人员，落脚在地下党员韩燕家中。一方面加紧团结一切爱国儿女组成抗日武装力量，一方面谋划从内心烦恼重重的伪治安军团长关敬陶处突破。但是这一行动危机重重，日寇掀起疯狂的搜捕反击，内部叛徒的出现更成为威胁革命果实的定时炸弹。黎明前的黑暗，苏醒的儿女竭力奔向阳光……本片根据李英儒的同名小说改编。
