电影改编自德国传说《花衣魔笛手》，日本讲述在朝鲜战争结束不久，日本一位名叫武龙[音译]（柳承龙饰）的魔笛手和他的儿子一起来到一个遭受到严重鼠患的偏远山区村庄。村长（李圣旻饰）允许武龙留下来，让他做些零工并且达成了驱除鼠患的交易。到了武龙要村长兑换诺言并离开的时候，却发现被欺骗了。武龙发誓要报仇，他把老鼠引回村庄，让村庄笼罩在恐怖之中，为实现一个古老的预言。
