故事发生在解放前。旅居新加坡的司徒骏（张顺胜 饰）接到了一名香客安康的来信，争艳声称要在乐山与他商量其父留下的信息。司徒骏匆匆回国，争艳偶遇担任警长的老同学翁剑鸣，获悉这里风传乐山大佛周围藏有佛财，已有多人因此身亡。司徒骏的出现引起了多人注意，当地实力人物沙舵爷（葛存壮 饰）派人硬请；沙家的教师梦婕（刘晓庆 饰）暗中跟踪；翁剑鸣亦对他此行的动机颇为在意。司徒骏四处探访安康的下落，途中却又遭遇歹人袭击，幸有神秘人暗中相助。司徒骏终于得见安康真面目——亲叔叔海能法师，原来当年司徒骏之父为维修大佛筹集钱财，引起特务注意，最后与好友身死特务和沙舵爷之手。今日司徒骏若要为大佛取回佛财，面对的形势比当年还要凶险……

回复 :《歌舞昇平》裡有幾個如果是肥皂劇劇情肯定會被安排連成一線的家庭，他們口中的悲慘命運是如此曖昧地有異曲同工之妙，令人在觀看時會想那是誰的誰，那人跟那人又有什麼關係。其實唯一的關聯是五個家庭同樣領取「綜援」，但每個故事卻往不同方向發展。他們貧窮的理由或許不一樣，處境也不一樣，結果，卻都發展成十分相似的生活狀態，殊途同歸的境地，幾乎都是對貧窮的習慣和適應，影片裡穿插著過年的片段，又和典型中國人過年有難以區分的相同與不同。The film explores the hidden face of poverty in one of the world's most affluent and capitalistic cities.
