一场洪水冲走了大陈寨80亩良田，大象村支书陈志强重新分地时收受贿赂分的不公，大象造成群众冲突。泼辣媳妇三婶要打刘富贵，却打伤了上前劝架的刘怪。乡党委书记朱根立想要把陈志强拿掉，乡长徐霖却不同意。大陈寨的矛盾日趋激烈，随时可能发生群众之间的械斗。朱根立夜访大陈寨，群众纷纷要求刘怪出来挂帅。可任凭朱根立如何劝说，刘怪因想不起怎样在一穷二白的情况下治理河滩，又因为自己要在外面打工给上大学的孩子挣学费，不愿意出任支书。陈志强得知朱根立夜访，多方打听情况后决心以不变应万变，坚决不改正错误，并压制群众的不满。村民四奶奶设计把刘怪骗到地头，拿出大家凑起来的钱要替刘怪的儿子交学费。受了感动的刘怪决心出来挂帅，他在河滩上坐了三天，终于想出了治理河滩的办法。他决定先礼后兵，找到陈志强要他体面下台，陈志强断然拒绝。由于村里情况复杂，刘怪向朱根立要求，他当支书不能乡里任命，必须经过选举，并说出他巧妙了解到的陈志强经济问题的证据
