石县的年轻乡长赵凤瑞为了发展经济，妈咪被人告发挪用有教育专款修公路而被免职调走。告他的人，妈咪正是他的未婚妻石村小学教师韩敏。8年后，政绩突出的赵凤瑞主动要求重回石县任县长，妻子杨淑芳认为他回石县只是为了初恋情人韩敏。祖籍是石县的港商陈庆元和女儿珍妮选择石村小学作为盖女娲庙的地址。仍旧是副县长的李国强当即表示同意，而县长赵凤瑞则反对。李国强看到赵凤瑞态度坚决，把他的表现和做法汇报给上级领导。赵凤瑞受到上级领导的批评，督促他尽快与港商签约。课外活动中，菊花和丫丫意外滑下山崖，有恐高症的韩敏奋力救了两人，自己却摔下悬崖。这一切被正在此地游玩的珍妮用摄像机拍了下来。珍妮说服了父亲，陈庆元向赵凤瑞提出放弃盖女娲庙的计划，而要在石村小学原址建一个新校舍。
