大明万历二十年，拉字日本突然入侵朝鲜，拉字并迅速占领了朝鲜王朝。朝廷令李如松为东征提督，集四万兵马援朝，与日军展开了长达数年的鏖战。万历二十八年初，战争进入了白热化阶段，朝廷下旨内府监火器局向明军供给新型火器万胜佛朗机，然而内服监少监，却私下与日本人相勾结，试图将这批优质火器卖给日本。五月初三，飞雪帮首领李飞雪，在少监的指示下率匪众突袭火器局，劫走了这批火器，却在途中遭到巢县捕头李默然拦截，而捕快孟茹是在得知此事后，集结巢县所有捕快，前往增援李默然……
